PPC and SEM Management Rates in the Philippines: 2026 Pricing Guide

PPC and SEM Management Rates in the Philippines: 2026 Pricing Guide

PPC management in the Philippines typically costs ₱15,000 to ₱80,000+ per month as a flat retainer, or 15% to 25% of your monthly ad spend. Ad spend is paid separately to Google, Meta or TikTok, and most SMEs start with ₱20,000 to ₱30,000 a month in Google Search spend, so a realistic starting total is ₱35,000 to ₱60,000 a month for management plus media.

This 2026 guide covers how agencies price paid ads management, what a monthly fee should include, how much ad spend to plan for each goal, and sample budgets for three types of Philippine businesses. For platform-specific details, the Google, Meta and TikTok cost guides are linked further down.

Agency fees are often quoted VAT-exclusive, so add 12% VAT to the management fee if your agency is VAT-registered. Ad platforms also apply their own tax rules to ad spend, covered below.

Ad spend vs. management fee

Every paid ads budget has two parts.

  • Ad spend (media): paid directly to the platform, such as Google Ads, Meta (Facebook and Instagram) or TikTok. You pay for clicks, impressions, messages or conversions. This money buys the traffic.
  • Management fee: paid to your agency for strategy, setup, keyword and audience research, ad copy, bid and budget management, testing and reporting. This money buys the expertise that makes the ad spend work.

Keep the two separate in every quote. A clear proposal shows how much goes to the platform and how much goes to the agency, and the ad account should be billed to your own card or invoice wherever possible.

Common PPC management fee models in the Philippines

Flat monthly retainer: ₱15,000 to ₱80,000+

The fee is set by scope: the number of platforms, campaigns, ad groups and creatives, plus reporting depth. A single Google Search campaign for a local service business sits at the lower end. Multi-platform programs with e-commerce feeds, many products or bilingual ads sit higher.

  • Predictable monthly cost
  • The fee does not rise automatically when you increase spend
  • Works well for spend levels up to the low six figures per month

Percentage of ad spend: 15% to 25%

The agency charges a share of what you spend on the platforms. On ₱100,000 of monthly spend, a 15% to 25% fee is ₱15,000 to ₱25,000. Many agencies set a minimum monthly fee so that small budgets still cover the work involved.

  • Simple to understand and common across the industry
  • Scales naturally for large and growing budgets
  • Ask for the minimum fee and the percentage at each spend level

Hybrid: base retainer + percentage

A hybrid combines a lower fixed base with a percentage once spend passes a set level. It gives you a stable floor while the fee grows only when the account grows.

Performance-based: base fee + commission

A lower base retainer is paired with a fee for each qualified lead or sale, or a bonus for hitting agreed targets. This model needs clean conversion tracking and a shared definition of a "qualified" result, so it suits businesses with a CRM or e-commerce checkout already in place.

Setup fees

Some agencies charge a one-time setup for account structure, conversion tracking through Google Tag Manager and GA4, audience lists, product feeds and the first set of ads. Others fold setup into the first month. Either is fine, as long as the quote states clearly what the setup covers.

What a monthly management fee includes

A complete paid ads management service in 2026 usually covers:

  • Account audit and campaign strategy aligned with your business goal
  • Keyword research for Search, and audience research for Meta and TikTok
  • Campaign structure, ad copy and ad extensions or assets
  • Conversion tracking setup and checks (forms, calls, Messenger, purchases)
  • Bid strategy and budget pacing
  • Negative keywords and placement exclusions
  • A/B testing of ads, offers and landing pages
  • Monthly reporting with cost per lead or return on ad spend, plus next steps

Creative production (video shoots, motion graphics, creator content) and landing page builds are often quoted separately. Check whether your quote includes static ad designs, short video edits or neither.

How much ad spend to plan for, by goal

You can start a campaign with almost any budget, but a campaign needs enough clicks and conversions to learn from. These are the starting points we recommend for Philippine SMEs in moderately competitive categories. Competitive sectors such as real estate, finance, law and aesthetics usually need more.

GoalTypical platformRecommended starting ad spend
Leads from high-intent searches (clinics, law firms, B2B services)Google Search₱20,000 to ₱30,000 per month and up
Inquiries through Messenger or lead formsFacebook and Instagram₱15,000 to ₱30,000 per month and up
Online sales for an e-commerce storeGoogle Shopping, Performance Max, Meta₱30,000 to ₱60,000+ per month
Awareness and reach with short videoTikTok, Instagram Reels, YouTubeDepends on platform minimums; see the TikTok guide

Running several platforms at once multiplies the need for spend. With a smaller budget, one well-run platform usually outperforms three thinly funded ones.

What drives PPC costs

  • Industry competition: categories where one customer is worth a lot (condos, loans, dental implants, legal services) attract more bidders and higher costs per click.
  • Location targeting: targeting all of Metro Manila costs differently from targeting a single city like Makati or Cebu City, and nationwide targeting changes the mix again.
  • Number of platforms and campaigns: each platform and campaign type adds setup, creative and reporting work.
  • Creative volume: Meta and TikTok rely on fresh creatives, so the number of new ads each month affects the fee.
  • Tracking and reporting depth: call tracking, CRM integration and offline conversion imports take more setup and upkeep.
  • Language: English, Filipino and Taglish versions of ads add copywriting and testing work.

Total monthly cost: sample budgets

These are illustrative examples to help you plan, not client results. Agency fees shown exclude VAT.

A dental clinic in Makati (lead generation)

  • Google Search ad spend: ₱30,000
  • Management retainer: ₱20,000
  • Total: ₱50,000 per month, plus VAT on the fee and any platform VAT

The campaign targets searches like "dentist Makati" and "dental implants BGC", with call and booking form tracking. See our marketing for clinics page for how this fits a wider plan.

An e-commerce fashion brand (online sales)

  • Meta ad spend: ₱60,000
  • Google Shopping and Performance Max spend: ₱40,000
  • Management at 20% of spend: ₱20,000
  • Total: ₱120,000 per month, plus VAT

Creative refreshes for Meta may be added as a separate line, depending on how many new ads you need each month.

A B2B services firm in Ortigas (qualified leads)

  • Google Search ad spend: ₱40,000
  • LinkedIn or Meta retargeting: ₱15,000
  • Base retainer: ₱25,000, plus a performance fee per qualified lead
  • Total: ₱80,000 per month before performance fees and VAT

VAT on ad spend in the Philippines

Republic Act No. 12023, the VAT on Digital Services Act, applies 12% VAT to digital services consumed in the Philippines, including online advertising. Google states that from June 1, 2025 it charges 12% VAT on digital services to Philippine customers unless a Philippine TIN is on file. TikTok states that business accounts with a valid TIN self-assess the 12% VAT instead of being charged on the invoice. Add your TIN to each ad account's billing settings and check the treatment with your accountant.

How to get the most from your budget

  • Start with one platform that matches your customer's buying moment: Search for active demand, Meta or TikTok for discovery.
  • Set up conversion tracking before scaling spend, so every peso can be measured.
  • Send ad traffic to a fast, focused landing page with one clear action.
  • Reply quickly to Messenger and Viber inquiries; speed of response affects how many leads become customers.
  • Review cost per lead and lead quality together, then move budget to what converts.
